[REJECTED] [Legion] Cannot take "Call of the Uncrowned" quest for artifact

Bug description:
Everybody says that it should appear a NPC when I first get to the new Dalaran that should give me the quest. But nothing appears for me. I waited for 2 hours while everybody got their quest and nothing appeared.
I tried to do all the stages of the "Call of the Uncrowned" quest, and after I enter the class hall, I can't finish the quest to the NPC. (see picture) Probably because I don't have it.

I have the quest now in the quest log, I completed the last 3 stages, but I can't complete the first one - "Letter read", because I already read the letter and I can't get it back.

Can I get an answer please? I already have level 110 and I'm stuck while every other player I see has their artifact. My bags are full with AP items and relics and everybody progresses, unlike me.
