Bug description: Many Guard Units in the Field

pls I can't complete Gaining the upper hand quest because for this problem

Good Afternoon deathlich3254,
When you accept the Quest, ''Gaining the Upper Hand'' you are given it by ''Thomas Zelling'' the Undead.
After you accept the Quest, you are supposed to speak to ''Thomas Zelling'' and you were not meant to go up the stairs, until you have spoke to him.
He is in the basement (where you accepted the Quest)
After you have done that, you ''Begin the Ritual'' which involves you walking up the stairs, then going into a building to begin it.

Gaining the Upper Hand works fine. Talk to Thomas in the basement to begin the ritual.
