Bug description:
The 4 melee abilities are doing approximately 62.23% of the amount of damage shown in the tooltip and ranged is doing only 90.5%

My current intellect and attack power (as identified by elvui) is 40568
Tiger palm: the tooltip states I should be doing 84565 damage, but I consistently do 52091 as shown in my log in the linked images
Blackout kick: the tooltip states I should be doing 310063 damage but I am only doing 190997
Rising sun kick: the tooltip states I should be doing 586302 but log shows 361159



I have tested against the 112 training dummies in the monk class hall and the ?? raiding training dummies in Orgrimmar

These abilities (except jade lightning) were all meant to receive a 14% increase in damage with the new patch as per the blizzard patch notes but appear to be doing 28% less than the tooltip states.

Just checked against ?? dummy in shrine of two moons tiger palm, blackout kick, rising sun kick all same results.
Spinning crane kick: tooltip states 219056 but does 134936 (4x 33734) or 61.6% of the stated damage

Crackling Jade Lightning: tooltip shows damage 563948, it is doing is 510524 (4 x 127631)

30% it`s damage reduction from armor, you miss that !

real damage = tooltip damage - armor reduction , in this case real damage = tooltip damage*0.7 !
