Bug description: Frozen Touch talent point at level 60 should provide 40% change of producing finger of frost but instead it adds only 4% to that chance.

Your chance is 12%. Talent gives an extra 40% out of the already existing 12%. Not adding 40% to the 12%. Now do the math.

It is multiplicative and not additive. Rejected it works as intended.
