Bug description: On the spell it says Spell of Power gives 40% increased spell damage, in reality it is 30%.

in pvp its 30%. So disable your war mode if you want 40%

Works as intended , like telesto mentioned it is because your WM is one so it auto switched to PvP values but it works fine in PvE instances.Rejected.
