[REJECTED] Mage spells not working

Bug description: After killing Ji'Kun i got debuff reducing my cast speed to 900%.I wasnt able to kill boss so hearthstoned out.When i got to Stormwind with hearthstone i found out i couldnt use half of my spells *Most notable ones*(Timewarp,Blink/Shimmer,Invisibility,Conjure Refreshment).I fount out too since i have Shimmer talent that i cant change talents since it says ,,Talents cant be changed while on cooldown".I am unable to do anything in game since i cant really run away from mobs/players or do something usefull.I tried unstucking on site 2 times,/reloaded around 5 times and even was online when server crashed and nothing of that helped.My character looks like its gonna cast spell but nothing is happening.This occurs on all of my specs.

I specified everything i tried to fix it...Did couple of more in between dungeons late in night so i could do them normally but nothing changed.

Problem still persist only now i can use timewarp and invisibility.

Got kicked on half fight in m+ last boss because i didnt use arcane brilliance whole dungeon.Still waiting for responce.
