Bug description: when activated, "spellid 124682=Enveloping Mist" wont be an instant cast for 280% spellpower. he will just cast it normal way [the other three effects do actually work !]

this spell dont travel to other injured party members , if the target is full health it sticks on it and run out

1. Doesn't say anywhere it should be an instant cast. The bonus is for it to heal for 280% SP instantly after casting Enveloping mist.

2. It does.

Method of testing:

a. Get in to a party of 2+
b. Tell you partner to lose some HP points
c. Cast renewing mist on yourself when at 100% HP
d. Renewing mist will jump to your nearby partner.

in german the spell telling "heilt sofort" in english this is "instant" or as you can see in the spell discription " immediately" wich means instant . the HoT will become an instant cast for quite % of the heal .

That was a legion expansion mechanic. It changed since BfA. I see why you got confused. Tooltips should never be taken seriously. You can watch MW monk guides and you will see that it doesn't make the spell instant. It only make it heal more instantly after casting.
