Bug description: the formula for the % numbers on the buff stacks wrong in pvp. the first stack starts with 1% (should be 3%) and then it goes up by 2%. between stack 5 and 6 it also just goes up by 1% and after that it continus with adding 2% and with 10 stacks it's 18% (should be 30%).

Transfer the Power has 40% reduction in PvP. It is intended (read hotfixes from retail)

If you reduce that 30 by 40%, you'll get exactly 18%.
