Bug description: Gryphon Master Baldruc doesnt show the map for flight points.

The NPC you mentioned is located within a scenario and does not have any flight points available.

On the other hand, the NPC in Theramore Island (Dustwallow Marsh) has the correct behavior and flight points available.
