It often doesn't work, like Trailblazer for hunters and many more talent buffs. Sometimes it's on sometimes it isn't.

Confirmed. It happens only in outside world, as in dungeons, "inside" locations it is always on. Probably something that has to do with the world presence or Honor talents.

works for me , tho' it's gone for a bit, like 0.2 sec it comes back i used speed hack so you can see

also i think this is related to map/testure/phases, but the passive works also tested in raids and never goes off
