Bug description: Beacon of Virtue should heal the affected friendly players for 40% of the amount HEALED but it does heal for 40% of the full heal.
Ex:some player having -500k HP and paladin crits him for 2mil heal,the amount of heal that should be trasnfered to targets afected by beacon should be 40% of that 500k HEALED(meaning 200k),but there it heals for the total amount which is 2mil (meaning 800k)
Proof: tested with MSBT addon

Before the fight starts, you can notice that the paladin has 8064k HP.

@4:05, you can see how the paladin heals himself for ~2.507m while Beacon of Virtue was active and also heals 3 other beacon’d targets for the same amount. At that time, the paladin was 88% HP (roughly 7075k HP). Supposing the bug you you posted had been legit, it should have healed the beacon’d targets for 40% of that 12% left HP of the paladin (12% HP=989k HP), which would be equivalent to 395k HP.

In addition to that, @4:47, the paladin was full HP and casted on himself a FoL while Beacon of Virtue was up. That FoL cast healed the paladin for ~1.753m, while the 3 other targets got healed for 701k, which is roughly 40% of the healing done by the FoL.

@4:51 as well.

During all those moments I have mentioned, the healing transferred was the full healing, including overhealing, which is how it should works, judging by the video.

You are probably right,the timing you mentioned seems to be a good proof,i could not find any video with hpala using msbt...
I will keep looking into it to get more solid proofs.

I am quite sure that beacon of virtue works the way it is intended.
Blizzard tooltips are not always 100% accurate but this one clearly says "40% of the amount healed" and NOT "40% of the effective amount healed".

For example Aura of Sacrifice works the way you mentioned and does not count overhealing, but the tooltip also says effective healing.

Anyway in every video I also can't see any different behaviour than the already posted one.
