Bug description: The trait scarcely proc`s comparing to retail or even last patch.

The thing is the proc has 1 base proc per minute so it can be lets say around 3 procs in 3 minute fight but it can also be 8 with a very low chance,even on logs u can see a lot of people have 2 3 procs in 3 minute fights,It works as intended.Rejeceted.
