Bug description: Seraphim castable with no stacks on Shield of the Righteous, applies buffs as if there was one stack.

If you have no Shield of the Righteous charges Seraphim grants you a buff whose duration is based on the cooldown progress of Shield of the Righteous such that when Shield of the Righteous has 9 seconds remaining on it's cooldown and 0 charges (roughly 50% of the cooldown) Seraphim sees it as 0.5 of a charge of SoTR and thus, you get a 4 second buff

Proof (albeit the video shows the buff duration with a lot less of a charge of SoTR)

Plus I could really not tell from your video what was going on so I'm just assuming that this is what you meant from what was written
