Bug description: this is the spell description from wow retail and also in here freakz.

Shield of the Righteous Active Mitigation
Melee Range
Instant 16 sec recharge
3 Charges
Requires Paladin (Protection)
Requires level 38
Requires Shields
Slams the target with your shield, causing (400% of Attack power) Holy damage, and reducing damage you take by (- 1 * 25 ; Min - 25, Max - 80)% for 4.5 sec.

Protection
While you are standing in your Consecration, Shield of the Righteous' effects are increased by 20%.


when i'm standing in my consecration i only get 10% buff from it when it states 20%, i also wanted to clear the 2nd suspision that i needed the talent, but its the same result with the talent "Consecrated Hammer" or without it, 11% buff, on the ss that m showing here "ss1", i should have 74% damage reduction, while m standing on my consecration. but now without consecration its 54% damage reduction, with consecration its 64% damage reduction.

I think the effects increase means its your base dmg reduction times 1.2, not base +20% dmg reduction which would be correct in your case. 54%*1.2=64.8% which is always downgraded to integer 64%

So ye like jumpylion mentioned there is no but, however i reported already some different interaction when you move out and in of consecration using t19 or new trait.
