Bug description: delay on adding holly power and not harming neutral targets

Divine Hammer does dmg to any target including neutral targets. -> Proof: SS from combat log at the same dummy

And it does give you holy power instantly actually, but the holy power indicator is a little bugged. -> Check trello reports
