Bug description: The talent procs off itself and from certain artifact traits even though you're not spending holy power like https://www.wow-freakz.com/spells.php?spell=186788&name=echo-of-the-highlord in this case the "clone" when hitting gives a proc and also https://www.wow-freakz.com/spells.php?spell=186773&name=divine-tempest the mini divine storm that goes forward for 20 yards makes it proc as well
Proof: Can't provide a screenshot but i got 6 procs in a row on 4 enemies at the same time just by using holy storm once

Tested it today a bit and couldn't reproduce what are you saying in your main post.
You can see on the video that im using Divine Storm from ~10yards away from first dummy, so i can hit the dummy just with Divine Tempest, doing that for 1minute and half and didnt had a SINGLE proc of Divine Purpose from the damage that Divine Tempest dealt.
The only procs i got were instantly when using Divine Storm, before Divine Tempest hitting first target.

Also, having 6procs in a row isn't "bug" or something.
You can check Veysa's video.
I remember something like that happened to me aswell on retail, while spamming Light of Dawn, happened to have 9procs in a row.

So, the idea of getting procs from Divine Tempest Damage is totally absurded.
If you will have concludent proofs, feel free to create a new topic.
