[REJECTED] [Paladin] Sactity of Battle - doesn't work

Descrierea bugului / Bug description: I noticed the the talent "Sanctity of Battle" in the paladin's Retribution tree is not working at all. I personally tested it, and i learned that the cooldown of Crusader Strike, Divine Storm with or without this talent is not being modified at all. Please consider this isuue because I consider that it is an essencial talent required for the Retribution paladin now with the new Holy Power system. I hope my request will be considered.

if u test this talent at 0 haste u will have X number of crusader strike in 10 min (just spam it on dummy)
if u test this talent with 15% haste u will have Y number of crusader strike in 10 min

compare the numbers X and Y and u will notice that Y (the number with 15% haste) will be bigger than X.
the tooltip of the spell doesent show but haste lower the cooldown for retribution only

u can use recount (addon) and u will notice that in 10 min you will have more crusader strike with better haste gear/gems/talents.
