Bug description: I was using thie legendary today on both specs(dps and tank) and i noticed that the tank formula is not correct, because it absorbs less than 25% max hp, as the tooltip says. As i have 4533k max HP on tank, it should absorb around 1133k. In the photo u will see that imn not nearly close to 1 mil. The dps formula is correct, absorbing exactly 25% max hp

Here you can see all hotfixes to this legendary.
Since 7.1.5 it gives tanks 15% Hp shield. You can also search for official patchnotes, they will tell you the same.
Maybe this really should be fixed soon, seeing this bug report like every 2nd month.

Rejected. Legion Patch 7.1.5 (2017-01-10): Every 30 seconds, gain an absorb shield for 15% (25% for non-tanks) of your maximum health for 30 seconds. Now has Critical Strike, Haste, and Mastery as secondary stats.
