[REJECTED] Rage of the valarjar is not working as it should

Bug description: right now it procs too low and considering fury warrior's crit chance is built in his artifact weapon and works with it equals of low fury dmg output and the class is not a desired partner in mythic+ dungeons or raids.

for comparison last arcway i did my rage of the valarjar proced 6 times
