Bug description: This is supposed to be dropped from Na'zak the Fiend at a 100% chance, atleast if you already had the rank 2 recipe. This however, doesn't happen, or at the very least the drop chance is lower than 100%.

Clarification before these points are brought up:

No, I have not gotten this recipe in the past, not on any character, let alone this one.
Yes, this was my first Na'zak kill since the world boss quest went active this week.
Yes, as implied from the last statement, I did have the boss quest at the time and I did get credit for it.

There is a NPC (https://www.wow-freakz.com/npc_finder.php?npc=998398&&name=prolonged-power-recipe-vendor) near the world boss, you need to take the recipe from that NPC after you kill Na'zak.

And yes, it's a workaround. (until we fix it)
