Bug description: according to wow head the rate must be 8% not 3.8%

The website seems faulty, since the reigns have dropped 3 times across 8 weeks for me ever since i started farming onyxia for transmog.
I'd assume the dropchance is around 15-20% actually, but i might just have gotten really lucky

According to 7.1.5 wowhead it was even lower, so we will leave it like it is right now.
