Bug description:
I was stood inside the cave where this world quest boss is stood: https://www.wow-freakz.com/npc_finder.php?npc=107216&&name=legion-jailer
while doing this world quest: https://www.wow-freakz.com/quest_helper.php?quest=42274&&name=won-t-anyone-think-of-the-whelps
This happened at 02:10 server time if you can see any records.

when just as the boss re-spawned I activated the above linked spell and noticed not so straight away that I hit Palantina in my DMG meter and on
screen her/his health was going down but because the mini boss dies fast and other players were around I was too focused on at least getting some
damage in on the boss not focusing on PVP, when the boss died Palantina had disappeared.

Exact buffs active at the time before I activated and during Divine Hammer were:

the pic is just to prove I had PVP 100% disabled but for some reason my Divine Hammer proced PVP for some reason with a 0:00 cool down timer so I
had to hearth to Dalaran to remove the timer.

Sorry I'm playing on a not able to record and play laptop at the same time at the moment so no video evidence so the description above
is just trying to give you guys as much info as possible.

This issue has happened in the past with other characters but its usually when fighting big world bosses so theres that many spells and stuff going on its
hard to keep track if it was me who triggered PVP or them when focusing on not dying, this time it was a little bit easier to catch.


EDIT# Added time of incident

UPDATE# Disabled Divine Hammer and nothing I did will proc PVP, so I switched back to Divine Hammer and the first boss I went to, I triggered Divine Hammer
and it instantly hit another player causing PVP to enable with a 0:00 timer, I died very fast due to amount of Alliance players nearby. It does not trigger if I target
enemy faction and activate the spell it only happens when I have an NPC targeted and they both get hit in the initial blast. Something in there is making the proc
land on PVP targets with PVP disabled so hopefully this narrows it down a little bit.

Tested with my alliance pala the same thing you explained and no pvp got enabled.
Maybe it's only bug for horde but need to test it some more then.

Ok i could test it at horde side too now and it doesn't flag me for pvp whenever I try it out.
Maybe there was something else going on but casting divine hammer near another player while also hitting some enemy works totally fine.
