Bug description: the evasion granted by this is fake and does not give dodge at all
Proof: https://imgur.com/cFheglK my friend here after using shadowstep with said trait still got hit by my attack

Players have 20% expertise in PvP, meaning even with evasion, they have 20% chance to hit you. I know it's frustrating, but this was the case even on retail. Blizzard decided that they'd fix this in 7.2.

"The 20% Expertise granted to players in PvP will no longer be counted against 100% Parry or Dodge abilities such as Evasion or Die by the Sword." -> this was in 7.2 changelog, meaning that in 7.1.5 the baseline 20% expertise actually was counted against Evasion-like spells.
