Bug description: Poison Vial PPM is just terrible, it procs after every 5 or 6 envenoms, which drops rogue dps a lot, my 873 rogue does 300k barely, when it should do 400k raw. Assassination rogue is meant to be strongest dps on this patch in legion, but it is one of lowest on this server sadly... Please fix this. Thank you.

I don't know if you're familiar with the notion of RPPM. It means you can have a limited amount of procs per minute. Bag of Tricks has 1 + haste based RPPM. This means that it will proc approximatively 1 or 2 times in a MINUTE. That's intended, and blizzlike.
