Proof: I test in arena(challenge, duel, bg), but can't make a video.

It does. Try using the game's timer to see that all those spells actually cool down faster. You can see that the cooldown goes down faster.

I tried it with crimson vial. If you'd be right, it would take 30 second for it to cool down. In my case, it did 23 seconds (30 / 1.3 => 30 seconds on 30% recovery rate)
