Bug description: If the initial cast of the healing surge CRITS and does (for example) 80k heal, the Echo of the Elements proc will be a normal cast but of only 40k heal. It's supposed to be also 80k.

This happens for all spells, not just healing surge. Proof damage/heal should be the same? Or more exactly: proof they should have the same critical effect? Meaning if initial crits => echo crits, if initial is normal => echo is normal
