Even with Ancestral swiftness, my haste is 53% and mastery is 96%,i have 10sec gaps between SS.I already have a monk,and since the guy that sacrifice 10years of his life to nerf shaman plays monk, we can reroll without being nerfed to the ground

Showing retail logs isnt much of a proof on anything, unless you can find solid evidence on why something is wrong, dont go on forums and invent stuff, its 100% not hailstorm thats causing it. I agree there is a big issue with stormbringer at the moment but it's as you've said very hard to pin point what exactly is causing it.
