Bug description: It doesn't scale with off-hand weapon damage , as we can see below in the proof there are two diffrent weapons with huge damage diffrence beetwen them ,you can test in-game its very simple!

I tested Lava Lash in 8 cases listed below:

1. LL vs Weapons w/ large DMG gap
2. LL + Flametongue Weapon
3. LL + 1/5 Searing Flames
4. LL + 2/5 Searing Flames
5. LL + 3/5 Searing Flames
6. LL + 4/5 Searing Flames
7. LL + 5/5 Searing Flames
8. LL + Flametongue Weapon + 5/5 Searing Flames

Formula for Lava Lash:
300% * 0,5 * Normalized_weapon_damage * Multipliers

Normalized_weapon_damage = base_weapon_damage + (weapon_speed * attack_power / 14)
Multipliers = Mastery: Enhanced Elements, Searing Flames, bonus for having Flametongue Weapon applied to an off-hand weapon.


1. LL + Mastery vs Weapons w/ large DMG gap

CONCLUSION

Lava Lash seems to be properly affected by basic weapon damage and Flametongue Weapon.
Every stack of Searing Flames increases Lava Lash's damage by ~10% only.
High damage done by Lava Lash with both Flametongue Weapon and 5 stacks of Searing Flames active indicates that their multipliers are multiplicative instead of being additive.

How is this a bug? After all you tested with 2 weapons whose damage difference is not really that big.

No'Kaled, the Elements of Death 2862- 5315 damage
Claws of Gekkan 4434 - 8236 damage

From what I've seen in your screenshots, it's very possible that your first Lava Lash was calculated using Claws of Gekkan's min-low damage (~5200), and in the second screenhot it was calculated using No'kaled's maximum damage (~5300).

If you really wanted to see if Lava Lash damage scales properly, you would've tested it with a weapon from MoP and then using a weapon from WoTLK / TBC etc, like Torppeda did in the post above, or like I did in the following screenshots:
