Bug description: No drop chance at all while it has drop chance of 100% from 2 npcs
Proof: check wowhead

I made separate topics because each artifact has more than one bug associated with it and some have multiple drop chances, quests, missions.
Also each appearance has its own unique effects
All other related bugs to this artifact will be reported here.
Please do not move this topic to fixed until all related bugs are fixed.

Yesterday i've seen enh sammy with The Warmace of Shirvallah, so somehow its possible to get it.
I found this but its from 7.2.0
Per hotfix notes for 27 June 2017:
Warmace of Shirvallah can now be dropped by Helya in Trial of Valor
