[REJECTED] Stormheim chapters locked

Bug description: I need only 2nd ( the aftermath ) and 3th chapter ( the trial of might) for complete loremaster of broken island achievement. So, i've tryed to take the quest for start chapters chain but NPC don't give me quests. I've tryed to go to Havi, Prince kadghar ( at fly point and violet citadel ), scouting map in warlock's class hall, thinkmaster overspark ( for "assault and battery" quest, i see this NPC as hostile, i can kill it and can't take any quest), head of hati.

EDIT: I've used the command in game for quest's completed but the response is "false". I've tryed to use the command for completed quests and completed chapters too and the response was "false" too. I think i'm bugged for the change faction done.
