Bug description: Increases the maximum Health of all Tank specializations in your Party or Raid by 3%, this can stack. (This buff enables and disables every second in a raid) thus it does not increase the HP for the full duration but rather every 1 sec and then it gets removed, it also doesn't stack as per description.
Proof: Create a raid party with 2 tanks and check

Mine works well https://streamable.com/ps9njz. The buff was always on me for this short encounter https://streamable.com/wp5bb3. I highly recommend to come up with a video proof so we see the issue you have.

I have just replicated the issue, if one tank have the essence (Strength of the Warden - Rank 3 - Minor) - Endurance then it works ok, but if both tanks have (Strength of the Warden - Rank 3 - Minor) - Endurance then it is when the bug happens.
