Bug description:
At one point this quest told me I had progressed to 21 of 30 blood of sargeras collected to turn in. Now I have 33 Blood of Sargeras but the quest is reading that I have 13 of 30. I have all 33 in my inventory right now to turn in to the quest giver but I cannot turn them in.

The Work Around:
Take all your blood of sargeras and put them in the bank then take them back out so the flags on the quest check off and complete.
