Hello ,
This is happening because you already have those swords equipped or in your inventory. You can pick it up because there is no two of the same unique-lengendary items in your "world", only exists one. The only way you are able to complete artifact questline in you case is to create a new dk frost and buy another non-legendary weapon from NPC test vendor.

You won't be able to loot any artifact if you already have it equipped/in backpack.
