Bug description: I can't complete [The Final Foothold] quest because the scouting map is bugged.

Since you already build 3 footholds, you can abandon the quest. Continue to quest in Zandalar until 120 and you will receive Uniting Zandalar, allowing you to progress further into the War Campaign.
