Descrierea bugului / Bug description: Only worgen can learn those mounts right now I think, I only checked on gnome and night elf.

Dovada / Proof: "You don't have the required proficiency for that item." message.

It's a bug that has to do with riding skill (from the update to 4.3.4 and it occurs on every mount you try to learn)... a GM specified that you either wait for a fix or learn riding again (~4500 gold).
