Bug description: Tyr's Deliverence's heal over time isnt working (both single and multi target) and the healing amplifying buff doesn't appear as well

You are full HP, of course it won't work then.
Test it during a fight and then it works.

Maybe it should work on full HP targets too for the buff, but usually in combat there is always atleast 1 Hp to heal on someone around you.
