(Dont know about the alliance one but the dalaran vendors and orgrimmar verdors have this bug)
Bug description: 1. None of the Heirloom Vendors are selling the 1-85 version of the items
2. The player should be able to upgrade the old Heirloom Version (1-80) to the new one (1-85)
Also as patch 5.3 states the upgrade from the Older version to the newer version isnt the full cost of the heirloom but at 40% the original price.
