Greetings,

Mobs in the open world are not supposed to regenerate extremely quickly. They are supposed to be "optional" criteria which you can kill which is why their health regen has always been low.
Its been like this in BFA and legion. Unless mobs in the dungeon instances or raids have such issues please re open this ticket.
