The combination of Massacre + Condemn currently does not work on the live realm, on Testing Realm it does.

I dont see an issue with the talent. Im able to use it at 32% of the enemies HP. Can you record some more proof.
Where did this occur? PVP or PvE and what type of scenario.

Mobs in the open world are not supposed to regenerate extremely quickly. They are supposed to be "optional" criteria which you can kill which is why their health regen has always ... |
