Bug description:
Soul Flame doesn't trigger when certain mobs die
e,g. when i tried the outdated tamed clefthoof forced spawn farm it didn't trigger to kill them
BUT it works where needed i.e, legion mobs

since it's a triggered spell it's hard to capture and my pc isn't beefy enough to use any screen recording sftware

but now notice how now the spell triggered when i killed a legion mob
(tested on various other mobs too)

So I just wanted to point out how it works on legion mobs but not others..
and through some research I know that it should..

Soul Flame (and 99% of the other spells that proc on kill) require the target to yield experience or honor to proc. It's not legion mobs that proc Soul Flame, but mobs that you'd get experience or honor from. It is intended and it's the same on retail.
