[REJECTED] [Warlock] [Destruction] Chaos Bolt cast time in PvP

Bug description: Chaos Bolt cast time is way too long, it should be 2 seconds with Backdraft but instead its 2.3 - 2.4 seconds
Proof: https://imgur.com/a/p9MhaJk (you can see here that i have Backdraft talent and 27% haste)

https://imgur.com/a/2s2MZqx (here i am casting Chaos Bolt 2.4 seconds and you can see that i have 4 stacks of Backdraft, meanwhile when i hover mouse over the spell it says that cast time is 2.36 seconds and that is without Backdraft)
