Doesn't say anywhere that it restores 15% on hit.

Yes, true.

In the same sense, it "causes the target to run in horror for 3 secs". Havoc doubles the effect of one part of the spell, causing two targets to run in horror, why does it not double the second part of the spell?

I don't agree that it should, as Destro has plenty of self-heals, but, it is in the same boat as Cauterize Master damage not breaking effects like Poly or Sap. It doesn't do what it is expected to do.

It is not a bug. It has been reported many times, it hasn't been fixed. It is safe to assume that it is purposefully implemented..
