Bug description: it should change the amount of the dmg for every single dmg spell but doesn't make any difference at all.

Tooltip values are not meant to be updated by damage modifiers like traits or talents. They just show the base amount that is changable only by intellect, mastery and versatility.
Also Empowered life tap works just fine. Tested without destruction mastery aura: base incinerate 19.686 * 1,1 = 21.654.6 = rounded to 21.655
