Bug description: Artifact quest NPC That introduces you to Broken Shore Main Quest Line to unlock map sites doesn't appear where it should.

NPC spawned right now but had to wait like 1 day for it to spawn.
I don't really know at what point the issue procs but it happens.

Honestly, never heard about this issue happening. Was most likely related to your characrer, being maybe phased. A server reset seemed to do the trick.
If you still encounter issues, feel free to make a new report.
