Bug description: The buff can't be stacked more than 10 times . I suspect dmg portion might be broken too, though haven't tested it .
Proof: Easy to test . Also , if you intend to test dmg portion too , i sugest using https://www.wow-freakz.com/spells.php?spell=118000&&name=dragon-roar , beacause it always crits ,and goes over armor , 2 less variables to worry about.

On 7.1.5 the maximum stacks is 10. About the damage proof please bring your own proof if you consider that is not working.
