Bug description: It's not reducing the cooldown of Raging Blow or Bloodthirst

Notice when the buff is up, his offensive abilities (Rampage, Raging Blow, etc) are reducing the cooldown on ALL abilities. On freakz it only reduces it for some.

This is not a thing, it was bugged in 7.2.5 and fixed.
