Bug description: quest not available even though i finished preceding quests.

i finished the quest [Fury of the storm] which precedes this quest and the dragon Vethir there is supposed to give this quest.
But the quest if not shown but many people have the Stormheim quests achievement. plz add this quest to the chain.
