[REJECTED] World boss CD blocking smart loot drops

Bug description: I killed nazak the fiend to farm nightfallen rep for rank 2 recipe for prolonged power potions. Then when i came back and killed him again for rank 3 he did not drop it. Should world boss CD affect smart loot items? Shouldn't nazak drop rank 3 recipe even if i dont know rank 2 yet? (that's how pattern drops worked for me so far)
on a sidenote - rewards from world bosses are autolooted. when i kill nazak on that character every time his corpse sparkles as if it had loot but when i try to loot it turns out to be empty

Na'zak the Fiend doesn't actually drop it, there is an panda next to the entrance to the room where Na'zak the Fiend is, when the boss is active you can go there kill him and click on the panda to get the recipe for R3 Prolonged.
