Character name: Cayn/Aimon
Bug description: World quests on alts are supposed to unlock as soon as one reaches level 120. The requirements like ''getting friendly'' and ''3 footholds'' don't apply to them. Here, I got to 120, even unlocked all 3 footholds but the world quests didn't unlock. I completed both of the aforementioned objectives on my main toon and I don't want to do them again on my 2nd since the story themselves take about 5 hours each to do.
Proof: Almost every comment on wowhead assures this even other forums.

As of right it is a feature on our server that whenever you have completed the Horde/Alliance all 3 reputation to friendly you are no longer required for that specific faction.

If you are trying to make a toon on opposite faction that you had followed all of Reputation requirements you will be required to redo the whole story due to the fact that Alliance and Horde having two different storylines.
