Bug description: Arbiter dmg is litteraly 2x bigger than retails dmg just look on video

min 0:50 , u can see that he did with one cast of abiter 24mil dmg,
On freakz sv , after they randomly "put a fix" on arbiter dmg, now it deals double the dmg, like 45mil dmg on dummy without any donated gear or buffs, flask etc.
PLEASE DONT MAKE THIS MISTAKES AGAIN
